Economization of the Housing Sector from the Tenant’s Perspective

Because the housing markets differ in regional, social and structural respects, there is no single universally valid answer to the question how housing port-folios are to be dealt with. Towns, cities and municipalities ought to have a housing supply concept or an urban development concept before they consider selling their portfolios. Given the rapid and significant decline in the stock of social housing, the double function of housing as an economic and social good is becoming increasingly important. For this reason, housing should not be left purely to the forces of the market.
