Basel I – The story so far

The Basel Committee on Banking Supervision, to which the central bank presidents of the G10 and other countries belong, set itself the following objectives in revising the 1988 Basel Capital Accord (Basel I):

• to gear credit institutions’ capital requirements more closely than before to the actual risk,
• to take more recent developments on the financial markets and in risk management operations of credit institutions into consideration.

Basel II

The Basel II regulatory framework was published in June 2004.

The Accord is transposed into European law through the Capital Requirements Directive (CRD) amending the Banking Directive 2000/12/EC and the Capital Adequacy Directive 93/6/EEC.

The amended directives were published in the Official Journal on June 30, 2006.

National implementation
Basel II was implemented in national law via an amendment to the German Banking Act (KWG), the regulation governing large exposures and loans of 1.5 million € or more, and through the Solvency Regulation (SolvV), which replaced Principle I. The new rules have been in force since January 1, 2007 .
